Unlike the Lava Grotto 1 Camp mission, this time you will have to deliver some materials to Kagero to complete the request. In particular you will need 1 x Tetranadon Leather y 2 x Big Monster Bone.

El Tetranadon Leather It can be obtained from Tentranadon as a target reward (24%), by capture (21%), by breaking parts (100%), by collecting (44%) or as a collection of dropped material (30%).
Get the Big monster bone it is more difficult than the medium and the small one, because you need to acquire it from monsters like Pukei-Pukei (the target reward is 10%) or ratian (the target reward is 13%). Or be lucky to get it in a reward in missions.
After getting todor what you need, just deliver the goods to Kagero and you will unlock the camp.
